Does my partner's previous Applications affect our Samen Wonen application?

I m from Czech and my Partner is non EU.
I live and work in NL for over 2 years.
My partner already applied for a permit which was not granted on the basis of her Asylum.
1. I will like to be sure if her previous applications will not have an effect on the present application that we are about to lodge.
2. Someone told me I need to goto the stadhuis for my application, another told me i need to face the Aliens Police.
My partner is not very comfortable with the police thing.... I don't know where to start.......u know sometimes Dutch laws are tricky...!!!
