Rich vs. poor - the biggest social issue of Rio de Janeiro?

During my journey through Brazil, I was surprised to see the significant disparities between the rich and the poor in Rio de Janeiro. Seeing all the slums and favelas was really strange for me, considering that Rio de Janeiro is such a metropolis.
What has been done in Rio de Janeiro to address this problem?

Carl, what you saw in my country is true. Not is just in Rio, in others states too. Corruption is the big problem, and culture too.
