how can i start a new company in germany? Great ideas need help..

Since a few months I have launched a website in the Netherlands.
I developed a concept which I sold to a newly founded Dutch organization.
To comply with all regulations and permits this was needed in exchange for a share of the company. It seems to be a great success and therefore I am looking for business opportunities in Germany.
I want to start this concept in Germany and that is why I search partners to start a German company that is able to comply with all regulations and permits.
I am looking for partners for investing in my concept. I am offering great commercial opportunity and participation in a new and unique internet concept with great profit opportunities.
Can someone tell me what to do and which organizations I have to approach.
