Regarding visa process in KSA

May Anybody help me ? my sister is willing to marry a person working at Riyadh. The Person is working as engineer at Riyadh. What formality my sis need to complete? is the visa will be issued by ksa embassy or from KSA? what r the necessary formality and documents? Please let me know!
