need help

the government takes my fiancee passport where he was punished he and his friends for matter and now all his friend toke them passports but he didnt i dont know why he gaved the case for lawyer in waterford but nothing for now tow years he didnt take his passport back what can he does??? and if i wanna be sure from that matter what can i do
