    hello dj smith..NOC is only needed if you work in kuwait.it is not needed in dpendent visa..some say that NOC is the visa.but I think there is diff from that.because NOC is just for people who work in certain country and got home.and for spa of years they try to go back to kuwait.thats the time it need NOC.because NOC should be get from the employer or sponsor.dont confuse about NOC if u want to come ur wife agin in kuwait,dependent visa must be process and she will do the rest of the processing in the philippines.cebu has a medical clinic that is GAMCA accredited.there is no clinic in bohol that..so that he will be more fast in processing he can go to cebu.there are agency who will process dfa authentication.yopu have just to pay.and no hassle..DHL is the courier that is authorise to process for stamping of documents in kuwait embassy.she must complete the documents before going to dhl.after she stamp the docs.she is ready to go..
