    The said NOC will be coming from you in Kuwait. Being your wife's sponsor. you can ask your mandoup to do it for you. or, you can do it yourself and just ask him the requirements. When you have the said document, you send it to your wife. she needs the NOC for the medical. For your wife, while waiting for the NOC, she can have the NBI clearance authenticated coz she has to come back after a week to collect it. If she has friends or relatives in Manila, she can ask them to do it for her to save her from travelling. Just send authorization letter and money, of course.

    No need for her to go to Manila for Medical. She can do it in Cebu. it's closer to her. just make sure to be there as early as 7 am so she can finish it that day. otherwise, she has to come back after few days to collect it. she can call this clinic and ask for more info:

    dont buy ticket yet. the Kuwait embassy in the philippines will not be looking for it.
