  Do you think any of the provinces of Portugal would allow alternative eco buildings? Any one know of any in Portugal?

  I'de like to build an Earthbag house (http://calearth.org/building-designs/eco-dome.html) some where in warm Europe.

  The earthbag house design I intend to use has passed the California required standard for building codes, do you think any where in Portugal would allow this type of build ?

  If you don't think so in Portugal, than where else in Europe ? If you know of provinces/European countries who are more open to this kind of thing than please let me know also
