As you can see my iqama is funni electroniat which means electronics technician, i've been denied several times in Riyadh ( it's kinda disappointing) so i tried in another location which is Dammam area al toweishi street my application was approved there, just bring your complete documents to support you application such those important requirements, just believe in your self my friend. I've been through what you are having felt right now. in jesus name you will get your yellow slip also.
and remember that they will check your old passport because they will look for the old visa and check if your job there is a real technician, because most of the time many expats are changing there iqama to get the yellow slip in Dammam area ***IT IS NOT ALLOWED*** to change your iqama and apply for the permanent visa, it must be originally funni electroniat which is Electronic Technician in english. Hope you got my point.

I think its not possible. If you have a degree in engineering, its better that you visit saudi council of engineers (SCE) and change your IQAMA profession. Its easy and it has online registration.http://crm.saudieng.org/ncrm/Login.aspx hope this will help.
