sending an sms to South Africa

I have tried various code combinations. How do I send an sms to South Africa from South Korea? Is it 0070027... or 006... or 002... I'm not getting through and neither are sms's sent from South Africa to me. What do you suggest?

if yhe number is 0760357224 the it should be 27760357224 to south africa
