VISA - L and B - How to get and when?

HI there,
Last year I moved to Switzerland and my company had applied for my Visa. As I'm a brazilian national, I'd got a L VISA and my company informed me that every year it will be reapplied. My wife is a italian citizen and had got also a L VISA. She wasnt working, however now she found a job and also our questions come:
- Being an Italina citizen, can she apply directly for a B Visa? Even if she still holds a L Visa? When, how?
- In case she can get hold of a B Visa, can I apply for it too? Or shall keep applying for a L Visa? How it works?
