Looking for a partner for business set-up

Hi guys,
We are a Norwegian company that deliver's props, decoration and technology solutions. We have offices in Norway, Russia and now looking to open one in Dubai. Basically we are looking for someone to split the set-up expenses with. Office space, etc. Have to be within same field, event support services, event management, creative field.
