House cost - depending on location and apartment conditions may vary from 300 till 3000 manat (1 manat = 1 euro). If you know someone in Azerbaijan, then will be cheaper for you to rent apartment via them, not directly.
Not clear, what do you mean under "commercial city"....

As an commercial city u can think of Baku, then Qebele, it depends whats kind of business do u want to start, i have a facebook Arzu Martins Da Costa, email [...] the way im married to portuquese lived in Jersey and we are living in Baku, got married here.
