Want to move from Kuwait to Norway as skilled worker

I am an IT professional with more than 16 years of experiecne, I would like to move to Norway, is there any body who can guide me how to process the paper work. Can i move to Norway as a skilled worker, or is there is platform where I can get a job offer so that it will be easy to relocate.
