people in Austria do speak English normally. I think just by speaking English you will survive, maybe not socially behind University's walls. Anyway, the people are open minded, you will find some guys here soon.
Yes, you can earn money while studying. If you are from India, I suppose you applied for a visa. However, it depends on your visa, if you're eligible to work in Austria or rather in the European Union.
Payment should be 10-15 Euros/hour.
