Married & multiple entry visa

We were married last year and since then I got multiple entry visa for 2 years,I only can stay maximum 90 days in holland and after stay 90 days in my country I can go back there for another 90 days. My husband told me that when I go to holland next month for 3 months, he will rent a house in Belgium and we will stay there, so that I can get my residence permit. Currently he is staying in Holland and work there also,but once I come to Belgium he said that I will be able to register myself there to get my residence permit. Is that possible?
