Hi Lanny,
not sure what you mean, but a tourist is just for that being a tourist..max 90 days..the only way you can turn it into a domicile is if you and your partner stay outside of your partner's country ...so if your partner is Dutch..make sure to register yourself in e.g. Belgium or Germany...after 6 months ..after you have gotten your 5 year FCard..you can apply to get a 5 year Fcard from Holland...
