Then in this case, you just have to go there and go inside the room. They'll tell you how to get your civil id. For office hours...I'm not sure about the evening hours in Ramadan. But I think you should go in the morning because u don't have ur old civil id. In the morning I tihnk it is from 8:30 am to 1:00 pm.
