Co2 Emissions Tax - Clarification needed

Hi, I'm trying to register my car in Spain. I'm told that I need to pay 12% of the market value as a tax because the car is classified as "Not Rated". I have read the information on Just Landed and it says:

import duty of 10 per cent on vehicles imported from outside the EU unless you’re a resident (see above).
when importing a new vehicle, you will have to pay 21 percent VAT (IVA). However, used car owned for more than six months prior to the owner becoming resident in Spain are not subject to import duty, provided that VAT was paid in the EU country in which the vehicle was purchased

Each of the above tax rates is applied to the original price of the vehicle, with a reduction for each year of its age up to ten years, e.g. 20 per cent after the first year, 30 per cent after two years, 50 per cent after four years, and 80 per cent after ten years."

The company I am using is saying that the 80% discount does not apply because my car is too old. It's 50 years old and does not have a Co2 figure on the log book which is normal for cars this age.

They are also saying the tax is based on the current value and not the original value even though it states original value above.

Does anyone know if this tax applies to current or original value and if the 80% discount applies for cars 50 years old?

Just to give you some numbers, the current tax bill is 660€ which is 12% of the current value of €5500.

If we compare the original value of €1500 at 12% with an 80% discount then the tax is only 36€ which is a huge difference and you can see why I am raising the question.
