Hi,
I receive job offer letter from a company in dubai, when they applied for my visa the MOL send them a list of 15 local people to interview them and if in case they cant qualify they have to menton reasons why they cant qualify and why the company is hiring expat for this position . My process is on hold for last 2 months didnt get exact status company is telling me once they get any response from ministery of labor they will update me did anybody have this experience before

MOL does not issue such list. Also MOL do not put on hold the process. Once the office offer letter is issued from MOL and the same offer letter is signed and submitted to MO, then you will get the confirmation with in two working day.
