U R welcome, just trying to help, i heard about this new law but i don't exactly know it,
i really hope you can successfully change your job because i did that once before and i know how good it is to get selected at the interview competition for a higher level, as well as the motivation and happiness you would have when you get the entire process done, it feels like you accomplished something big.
so you appear to be aware of the laws and thats all what it requires,
by the way you need to make sure its worth and guaranteed first.-;)

I do not think you are right. As you may know already, Legally, only the Arabic version of a contract is valid in the UAE. The NOC may no longer needed only for workers who have completed 2 years of employment. An NOC is still required for employees who have completed between 1 and 2 years of an unlimited contract. For those working less than 1 year, or breaking a limited period contract, a 1 year ban is still possible. For example see http://gulfnews.com/news/gulf/uae/employment/new-work-permit
    -rules-in-uae-from-2011-will-ease-job-switch-1.732116
It is possible that you end up in a situation where it is difficult to resolve things even if the law is apparently on your side. Generally the one with the most wasta will win, and you'll just tuck your tail between your legs and pray the door doesn't hit you on your way out. And the courts accept the “competion” clause if u signed in the Arabic contract. Good Luck

Well, tnx for your answer but Yes i will change my job. And NO i dont pay no expenses visa. Why?As in my contract from labor office is not mentioned that i must pay them .Is new law starting 2011. Yes when they cancel my visa labor office put ban and this ban can be removed if my new job will make salary offer higher than 7000 dirhams. In this condition i must provide them my high school certificate. If the company ask for visa expenses , i can open case to labor office,as i am not in probation period anymore and my contract is unlimited. Even if i need to pay them,,i will pay and i will resign cause even i resign or they fire me the ban is same.

    Hi dya,
first of all i don't advice you to stand against your employer as he's got power on you, as an answer for your question about changing your job its a big NO , if you resign before completing 2 years your employer can put ban on you for 6 months out of the country. SO the only way to do it is (negotiation), pay a visit to your head office, ask to meet the HR executive, once you get the chance to talk to him or her smile and start with asking how he or she is, tell him your story that you got a better job , you have desire to take it and you are willing to pay the visa expenses (u need to sacrifice), he will say no, sorry its not possible, *don't give up* try again in a different way like (I'll pay you what you paid, you won't lose anything, your target is to have him agreed on this and keep in mind that they don't want to suffer in bringing another one instead of you, then you will negotiate the amount that you would pay them and in return they should terminate you without the ban.
then there is a certain procedures to follow in order to change your employer.

    wish you success,
    best regards.
