Any rules when starting a foreign marriage agency?

My family has been in a foreign marriage agency type of business for years. Just recently, they’re planning on changing the brand and a bunch of services, basically upgrading the company itself. Are there any rules that we may need to consider before re-establishing our family business? Thanks so much.
