Business Visa Capital Investment Waiver

Hi, quick question.

Applying for permanent residency under a business visa (currently on extensions in place until 2025).

If the DTI recommendation includes the words '...and Waiver of the Initial Capital Investment', (as the previous recommendation for the Visa Extension did), is it then necessary to apply to the DHA for Waiver of the Capital Investment, before having to then apply to the DHA straight away for the PR?

Receiving conflicting advice on this issue. Any thoughts welcome! Thanks
