I don't think you will have any problem if you ask politely about that issue. Some Basque people will be willing to speak about the political situation to a foreigner, but others are a little tired about explaining the situation , because it isn't something that can be explained in 5 min. And some of us, have contradictory feelings and ideas about it.
But I think you shouldn't begin a conversation with this issue unless you know the people you are talking to, but once you have talk about another things you can try and see how they react.
