Cost of passport application in Ghana

My girlfriend in Ghana wants to apply for a passport and she went to the PAC in Kumasi.
They told her that the fees are 1.400 cedis for a regular application.
Since the fees were about 700 cedis one and a half year ago, my question is if this is correct and prices have doubled.
