Rotterdam net salary

Hope you all are doing great. I have a question about job of service Engineer in the Rotterdam with permarnat contract. NET salary is 4000 euros per month with no overtime, no medical and no accommodation. but company will give the rental car. How does it sound keeping in mind a small family with wife and 1years child. I think house rent cost will took 1200 eur per month. Do you think its a good salary?
