Hey so I´m purchasing my first car in Germany and I was reading up on the Germany driving rules and penalties and I found a really good website https://www.punkte-flensburg.de/ but I have realised it says it is for Flensburg. I presume there is the same rules all over Germany though so this website should have relevant info for me? Does anyone know for sure if the rules of the road all around Germany are the same? Any help would be appreciated :)

yes the rules of the road all around Germany are the same.
Penalty points in Germany are called "Punkte in Flensburg". The authority (Kraftfahrt-Bundesamt) that manages the penalty points is based in Flensburg.
