You Can visit the ind.nl website and It's In english to inquire. But for tourist (3 months stay). As from my experience your partner from Holland need to Do the first move. Punta sya sa cityhall kung Saan sya dito sa Holland nakatira, write a declaration letter and invitation latter na nagpapatunay na ini invite ka nya as tourist sa Holland. Kapag dpendent ka sa kanya she need to show her atleast 3 months payslip, lahat Yan sa city Hall dalhin para ma legalize. Kapag natapos n sya ipapadal nya sa iyo yun. At once na NASA iyo n ang papers nya. You Can already Call the Dutch Embassy sa Makati to make visa appointment. Make sure ready na ang return book flight ticket mo, passport, id photos at kung meron kang bank statement dalhin mo din. You also need a TRAVEL insurance for atleast 90days. Puwede kang tumawag sa Bluecross (accredited insurance company for schengen territory). Then kapag n set n ang day for visa. Punta ka doon at dalhin mo lahat ng documents na required nila. It takes atleast 1-2 months ang process bago ma release ang visa. Para sure you Can freely Call the Dutch consular service In Makati also.
