Pre-pago Cellular - "Digite Ddd + número - but sending outside Brazil

Hello. I hope that someone can help me.

I am trying to ascertain if there is a system similar to the "Digite DDD + número" system that will allow a person to send a text message even if they don't have credit. But I am looking for a system that will allow the person to send from Brazil operator to an operator that is outside the country.
