How can I call cheap abroad?

I'm currently staying abroad and I regularly call to Belgium with my mobile. I've got a reload card and every month I put money on it. As it isn't cheap to call abroad, are there cheaper alternatives? Thank you in advance for your reply.

  You can try Viber and Skype, many people use it. I personally use Smartgroschen - great call quality, nice price and low top-up.

  Download skype and top it off... I pay 100 US a year and make free phone calls to all landlines in Europe, some countries in SA and all numbers in the US.. You can also just put 10 bucks a month or skype your friends who also have skype!
