Needing advice

I am currently living in UK but I decided to move to Maastricht where my daughter lives and studies at the University. I am looking for a place to live and a job, but for work I need the number, to apply for the number I need and address, to be accepted as a tenant I need a job to guarantee that I can pay. Which is the first step to start?
