Can it be held against a (double nationality) Us citizen to have lived in Libya?

A French/American friend of mine lived in Libya for several years earlier this century. Her husband worked with an oil company. Has she, by living in Libya (and thus spending money), broken any US rules and can that be held against her? Thank you for any reaction!
