You will need money! not he!. You need to show money to embasady for to can take visa.
He must send invitation letter, and in your country you must go to romanaian embasady with invitation letter and bank account and i dont know how many kinde other documents. If you did take visa you can go to romania. After this if you want to stay there you will need living permision...this is again so long ...need to run so much..ROMANIA NOT GIVING SO EASY living permision, for why? i dont know..
