as u explain above ur passport have "deportee" stamp then i think u r not allowed to enter ksa again.
1) Can I travel on that passport again to saudi in case my issue gets resolved?-as per my knowledge" NO"
2) can I travel to another GCC country (Dubai, Oman, Qatar) on this passport. Emabssy of that respective contry will not have any issues? - u r only deportee from Saudi Not all GCC country so u can travel rest GCC country. yes but embassy official will ask u reason for deportee from KSA.
3) If I change my passport & say the truth, will the passport office put any remark on new passport-
Ans. passport official will n't issue new passport in this case.
