previous application is not important, since you have EU rights, according the freedom of movement. Important is to have proof of the duration of your relationship, for NL 1 yr.You go to stadhuis for the registration of your partner, to apply for the EU toetsing, check against EC Directive 2004/38, after receivingthe Bewijs van Bekendmaking of your partner[ registration GBA], you make an appointment with IND for the Toetsing.
You should be haapy you live in NL, Belgium is a lot more trouble....
