I assume you have Cuban (or any other non-EU) citizenship.
Then most probably (but please check this with the Irish authorities who issued your visa) you are allowed free travel within Schengen countries for a limited time (usually 3 months). But in order to move to Germany, you need to apply for a German residence visa.
