this looks like normal procedure - also in the present situation - you first need the invitation from the libyan side, when this is at the embassy in your country you go and fill the application, pay the fees and wait for about 2 weeks to get your passport stamped. NOW it depends very much on the 'power' of the lybian side, in other words: if they want you, you get in - if its just for a 'normal job' you are on hold, specially if you write in your application: manager, supervisor and such. better to use 'specialist for...' then they may understand they want you..
