    in india if the visa is addressed to mumbai it can be issued from delhi, one of my friend did it thorugh a good agent. i believe no ammendment can be done in visa thorugh MOFA. in your case i have the following suggestions you can try :
    1. hire a good agent in dubai, who can manage it.
    2. try through isteqdam, if they chnage, you will have to submit the white paper again to MOFA to re issue.
    3. make a fresh applicaiton.
