  Certainly u can practice russian language in Estonia.There are living 65% russians and 35% estonians.. mm I think so:).But russians speak in both languages)and some estonians too)So u can practice here as russian language as estonian too)
  "A friend of mine is in Lithuania and he told me that there, trying to talk in Russian is considered as an insult and most of the time, people refuse to answer, even if they understand the language." may be some people trying not to speak Russian, but not all.
