    system malfunctioning

    too much money is spent on the bureaucracy instead of on education itself, that's why it's not working. and now the US set the margin for each school that if a school failed to have certain percentage of students graduated, then they get shut down. so the schools are letting pretty much everyone willing to stick around graduate, no matter how dumb they are.

    it's just purely mismanagement of the system, wrong people are making wrong decisions to waste tax payers money.
