    I've had a great deal using conversationexchange.com (for several languages actually). I have met 3 kuwaitis and 1 syrian (who has been in q8 for ~5yrs now). It is a free service, and the catch is that I help them to improve their English, in exchange for their help in Arabic/Kuwaiti.

    Of course, anyone can sign up, and there are no guarantees on the partner you select (or who selects you), but you can select male or female (whichever you're most comfortable with), and you can exchange emails for awhile before you meet (or only communicate via phone/skype/other if you wish.

    For me, it's been a very positive means of picking up language and culture! Good luck!

    Perhaps organize a study/conversation group? That would be free, and it appears there are plenty on this site who may be interested in contributing. If the time and location is good, I would certainly attend!
